Romania Agricultural Procedures Associations League (LAPAR) is a professional federation, established at national level from the initiative and with the agreement of the profile professional Associations from the counties, being, according to the Civil Sentence no. 50 PJ/2001 of the Tribunal of Bucharest. LAPAR is a juridical private person, without patrimonial object, non-guvernamental, apolitical and independent.

LAPAR carries on its activity according to the legal previsions and the component associations interests, that is those of the agricultural procedures, put down in the statute, according to the Ordinance of the Government of Romania no. 26/01.01.2001, completed through Bind no. 246/2005 referring to associations, federation and foundations.

According to the Statue, inspired from the statutes of the similar organizations existing on European level and adapted to the Romanian realities and legislation, LAPAR is a non-political professional organization, non-profit, non-governmental, structured on groups of agricultural products: cereals, oleaginous plants, technical and medicinal plants, as well as on work components such as: organization, information, accountancy, marketing, prognosis, strategies, domestic and international relations.

LAPAR is a representative federation, even unique, the only one active for the agricultural procedures of our country, its members owning or exploiting by rent or concession, an agricultural surface estimated at 2,8 million hectares.

LAPAR has 35 county associations representing their agricultural producer’s members, and three national associations affiliated: The Association of the Farmers from Romania, the Associations of the Hungarian Farmers from Romania and the Associations for Sustainable Agriculture.

LAPAR represents the interests of the agricultural procedures, established by the decisions of the component associations or by mandate, in the relation with central administrative bodies, other domestic and international associations or foundations, manage programs for agriculture, funds dedicated for the activity in agriculture and other.

The League establishes contacts between their members and with other economical agents from the county or from abroad, in order to procure the inputs necessary to obtain agricultural production and for its better marketing. It cooperates also with specialty bodies in the professional and social protection field, backing up the allowance of subsidies, credits etc.; it is concerned by the attraction of foreign investors; it initiates actions for its members’ formation, specialization and professional improvement.

As a result of the carried on activity, LAPAR obtained the management of some projects funded by the Ministry of Agriculture, Forests and Rural Development and the World Bank, PHARE in order to organize centers of agricultural producers training, with the purpose of obtaining alternative incomes, including the consultancy for drawing up the documentation in order to obtain bank credits, SAPARD or World Bank funds, etc.

Our country’s integration in the EU structures, and especially the integration of the Romanian agricultural producer is the main concern of the LAPAR Leading Council during this period.

We are convinced that, due to our country’s high agricultural potential, having 10 million ha arable, big natural resources, a quality manpower in agriculture, the integration of the Romanian agriculture will contribute to the strengthening of the European community and to the European community and to the modernization and endowment with technology of the Romanian farmer.
